Fairly sure I have droned on about this before; apparently, one of the few peaceful ways to get rid of your average dictator, is to piss off the upper middle classes of said country, as these tend to be the types of people that dictators and their aristocratic friends need around them. Once your middle classes are pissed off enough, they stop plying their trade with their usual gusto; civil servants, law enforcement, heavy industry etc. and slowly your dictators is undermined before being ‘asked to leave’.
So as much as I think the sanctions are a bit of a nonsense, if Putin is already on shaky ground, they may be more effective than you think. Locking up Uncle Roman would be a hoot all the same.
