Dubman yes the mould thing was discussed this week. Some HAs are more proactive than others….we actively target those homes we know are at risk but there are still barriers. Education of tenants, cost, availability of contractors etc.
Those properties that are still council owned (and not housing associations) are most at risk. They simply don’t have the money.
I would caveat that mould story though and say that the landlord did make some effort to address the issue but the residents didn’t always come to the table- I think a language barrier didn’t help. The landlord absolutely should have worked around that though
