In Germany, clubs went from being not-for-profit organisations to private ownership in 1998, and the 50+1 was introduced at the same time. Only 49% of the clubs were ever put up for sale.
Implementing a retrospective rule means buying out at least 51% of the current ownership.Who’s gonna pay for that? The fans’ trusts don’t have a spare couple of billion sitting around, so where does the cash come from?
