Clearly not enough cases for strangulation, prob why the LAPD changed their standard procedure on “chokeholds” or the “Carotid sleeper” as it was known, back in the early 90s.
The Adolph Lyons case back in 1976 brought it to public attention but it was something law enforcement had been using against black suspects for decades leading up to that point. Between 1975 and the end of 1981 the LAPD had used these chokeholds in over 1000 documented cases. Not to just single out the LAPD either, it was a tactic used across the country by law enforcement but it took the public cases in LA to bring it to the surface.
Let’s bring it to more contemporary times. Since 2015 Minneapolis police were cited on 44 occasions for using the illegal chokeholds on black suspects. “A self fulfilling tragedy” said one police expert.
