I think when you see a history of the west, and specifically America, fabricating reasons for war or revolution, then yes he’s worried when they start massing at his boarders and forcing regime change with his neighbours.
But, yeah, probably a bit of both.
That said, I think without the actions of the west, he would have left his people ‘looking longingly’, knowing they could do little to nothing about it. That’s what appears to have been happening up until 2008?
