Although he’s being a complete dick, its basically to give them the fear to just sign over the minerals deal and end the war.
I hate Trump, but he can be very effective pulling stunts like this (he’s done it most of his adult life in business and whilst just not giving a fuck about what people think.
I’ve known people in business who go on this spirit i.e. forced hand instead of co-operation and whilst I could never do it, in certain fields it is very effective.
