It seems clear from the wording of your post that the original source of your info must have been Seth Harp.
However, Seth Harp specified that they are “not fighting” and there is a valid clause for them to be there. The US troops who were there since January appear to have also had the reasonable excuse of training Ukrainian troops, before Putin actually started the war.
Of course, the US sources could be lying about what the troops have actually been doing there, but in line with my thinking earlier, there is still plausible deniability that there are any US troops actually engaged in “active combat” - as you claimed in your initial post. While that information is still missing and can be denied then Putin doesn’t necessarily have an excuse to now “do God knows what”; as Seth Harp claims, “this should NOT necessarily be perceived as an escalation in Ukraine”.
