Homegrove there are no rules in someone replying to someone else’s twitter post. You could reply to it if you want. It’s just that most of the many posts which might be made in such a scenario are ignored.
Also, “having a say” implies actually being involved in or having an influence on something - making a troll post on twitter doesn’t necessarily have mean you have actually have any influence on anything. Again, you could make some silly comment on twitter aimed at Musk or anyone else, but it doesn’t necessarily mean you actually have any influence on whatever it is you’re talking about.
Finally, if you don’t think he should “have any say” in this conflict, then would you rather he withdrew the Starlink internet access he’s given to Ukrainians?!
