Nope, it’d still just be top 4 in the league that gets in.
The only way a club outside the top 4 this season would get a spot would be if that club finished outside the top 4 but also won the CL or EL, ie if City or Utd finished outside the top 4 but won the CL or EL respectively.
From my understanding with the upcoming reshuffling of the CL format, the PL should generally get a 5th place from the 24/25 season onwards should its teams continue to do well in Europe, but that’s of no use to Pool this season.
