A lot of people from Finland went to the Euro games on St Petersburg, and when they all came back at once the border security was somehow surprised by that, and had to let them all back without testing. Over a hundred cases have been found among the football tourists already. The whole country is now relying on them to self isolate for three days, and then get tested.
