You need to hurt the money making infrastructure of the middle to upper classes, go after their cash, they’ll soon start looking for stability then. But big rich conglomerates like Seaboard do, and they would tank if they became a regular target, big money investors start getting fucked off, start pressuring their golf partners etc. Fuck, just start taking pot shots at commercial flights once they are up and running again. Every time someone dies in custody, everyone takes their drone to the nearest airport. If you shut down commercial airspace over the States enough times, people will start to get testy.
