I don’t know about US law or care but would it not be possible to erode the gun lobby by individual states banning guns and going from there? There’s obviously never going to be a country wide law.

No. NY just tried to add state wide gun restrictions and the SC slapped it down. “State’s Rights” only applies as a philosophy when it is to their advantage.
