I think you misunderstood - his comment appears to be that China pretended that it had 100million more people than in reality, and 2/3rds of the people it had made up for its demographic data were women.
So the reality was that China had fewer people overall, and more young males relative to young females, than their census data had initially reported - which probably isn’t what would get Dave (or the wolf from Looney Toons) excited?!
