The distribution network has been the issue in California and I’d guess the same is case in New York. Like you posted above about Ukiah - there is no reason for them to have so many vaccine stabs, but they do due to confusing allocation methods and bureaucratic shortcomings.
It’s one thing to tackle an outbreak in New York City in 1947 where the area is contained, there are no HIPAA rules in place, and it’s a well-understood virus. Rolling out a vaccine effort across 3-whatever-million square miles is something that has never been done before. It’s going to take some time.
